Hi Micky,
We need to know the year , model and engine size to start with.

I can tell you one thing , if there was an oxygen sensor after the converter and you ignored it , get your wallet out and expect to leave the folded green stuff at the parts place.

Because we don't know the year , and engine it is impossible to offer any worthwhile info . If it a 96 or newer , no state inspection or not, , you can't go eliminating emission controls because it is all tied together. What you might have been able to do with older vehicles will not work with newer ones.They need to be repaired right .Before offering anything further ,will wait for the info, thanks.

When you changed the plugs, what did the old plugs look like? If one was all wet you may have a sticking fuel injector on that cylinder.
Yeah, cut the cat out if you don't need it to pass inspection.
