Question Seat belt issues.

Hi I'm new this forum and I need advice.I bought my first car the other day.It is a 1983 El Camino and I've been working on it for a few days now.(Tune ups and what not)Well I went inside and I realized that it has the two main belts,but it doesn't have bucklers for the belts and it doesn't have a belt for the shotgun seat in the middle.It is a 60/40 split bench.I found a seat belt strap anchored to the back wall behind the seat and I found a buckler anchored just below it.It doesn't look right so I went to the chilton manual and it didn't say anything about the seat belt placement or anything.Can someone help me?I don't know where the bucklers mount.I thought they would be between the slits in the bench but they are not there.I also don't know where the middle seat belt for the shotgun seat is supposed to be either.If you have any info or possibly pictures or diagrams of this that would be a big help.Thanks

Never mind.I finally got it figured out.But can someone tell me what the thick red wire not connected to my battery and goes past the firewall and under the rockerpanel cover does?There is one in The ElCamino but it is chopped so I can't put a charge to it to see what it may power.
