Default what is this transmission device

My niehbor purchased a El Camino with a buick V6 in it and has this transmission shifting device on the fender it has vacume lines to it also is connected to the throttle and transmission and can not identify what it is to find documents for it to make sure it is in working order

have to ask around im almost certain it was something for a cruise control
