Default 1976 C-10 Silverado

Hey everyone I need some help. Can any of you identify what the item in the attached photo (aluminum vacuum line attached with black rubberized boot, directly below the washer reservoir) is and what it's function is? I have one on an old C-10 that I have just acquired and the flexible boot is deteriorated and I want to see if it is replaceable but I need to know what the part is. Thank you for the help.

Help me identify the vacuum part above. What is its name and function? Thanks

Cruise control? Where does it go?
