2007 Cobalt. Only had one key. Key broke. Have had two keys cut since then based on the code the dealer gave me(for 50 dollars)

I tried the procedure where you turn it on for 10 minutes at a time, 3 times and it did not work. Now when I try on either key the security light does not turn off after 10 minutes, not even 30 minutes.

When I try to start the car it starts for about 2 seconds before the fuel gets cut off. How do I fix this?
