2008 Cobalt idle surging

I have a 2008 Cobalt and the idle bounces up and down
Things I've done
comp test between 123-127
fog test
cam sensor
throt body
plugs
all 4 coils spark
new accel pedal
MAP sensor
MAF tested and cleaned
Any ideas?
