Default Chevy Cobalt SS 2007 service traction light

I had a mechanic change out my front bearing hubs because they were making noise. All was fine & dandy. Winter came on and on a cold damp day "service traction" would pop up when you go to start the car sometimes. I bought a scanner tool and got a C0040 code to pop up. That was front right speed sensor fail, connection loose, or grounded. As soon as you would start, the light would go out. Get 4 dings, then ABS light would go out after pulling forward 50 feet. I cleaned the connectors and haven't had any problems until I pressure washed the car. It through the service traction light on again, but it was different. Before I would get traction off, then service traction. I cleaned it off again and replaced the wire loom & siliconed the hub entrance way. That fixed it finally I thought. Now it only comes on when close to welders, gate openers, and driving by the hospital imaging building in the day. Could I have a ground fault on the negative wire going to the wheel sensor? That would cause it not to shield correctly and make it act up from noise.
