Welcome to the forum.
The "small plastic tube" may be a vacuum hose. There should be a label under the hood with a vacuum diagram which may shed some light. However, I'm not sure the likelihood of it preventing the engine from starting. Anyway, am I to understand that you yourself replaced the radiator and cooling fans? Yet, you don't sound too unfamiliar with the vehicle. There could be a lot of hidden damage after a front-end collision. Consider towing it in and getting it serviced.
