Question Colorado axle attached directly to the frame?

I bought this dropped colorado with a dropped suspension, didn't worry about it too much at the time since I figured I could either leave it how it was or raise it later. The previous owner apparently took aluminum blocks and attached the rear axle directly to the frame over the leafsprings. Is this a valid way to drop a truck it seems potentially problematic to me and I haven't been able to find this method online. He also dropped the front by literally cutting the stock shocks without even removing them :/
