Default '90 4.3L, trottle body intermittent start problem

i have a 90 4.3L with trottle body injection that has intermittent start problems, usually in the mornings. Once it does start it starts all day. It turns over but the engine doesn't get gas. The coil is good , the module is good, fuel pump is good. Does any one have any ideas?

Mine does the same thing on a 92 S10 Blazer. Somedays it starts just fine and other days I have to hold the peddle down to get it to start. It runs just fine afterwards, it just gets a little annoying.
