1983 chevy. G30 brake.pedal sometimes hard as a rock, and slams brakes on

not always. Brake pedal is hard. Hit it, and you better have your seat belt on. Brakes lock up.
I'm thinking it's a vacuum issue. But Guage says vacuum good.
Will guage show good vacuum if theres a leak ?
