Default 2002 Express -- No power to fog lamps

The factory fog lamps on my 2002 Express LT 1500 have never worked since I got it. There is no power at the fog lamps and I wonder if it could be the relay.

I did not see a fog lamp relay listed in the fuse power block diagram in the owners manual.

Does any one know where the factory relay might be located? All the lighting, radio etc are all still factory so I assume the relay is still in the original location -- if only I could find it!

I should have asked if anyone has a reference to the factory fog light wiring diagram. It might come if handy if I have to troubleshoot after finding the relay location.

The relay seems to be located behind the driver seat under the trim panel.
