Looking at my FSM for the 96 Express van, there were several AC/heat options available:
1) Rear aux heat only,
2) Front base heat,
3) Front heat & AC,
4) Rear aux AC & heat,
5) 1+2 Front & Rear heat,
6) 1+3 Front heat & AC + Rear heat, and
7) 3+4 Front and Rear AC & heat.
It sounds like your van is equipped with option 6).

It sounds like you only have 1 heater core, and 1 A/C evaoprator. Your fan switch is just to boost the heat to the rear, but you have no rear ac. Or perhaps you have a second heater core in the rear, but it is controlled by the same dash control ****. Have a look underneath. The rear heater core has metal pipes along the passenger frame rails.....

My '97 Express 1500 conversion van has a multi-speed fan control for vents in the rear. Those vents do not supply heated air, only fresh or air-conditioned, depending on the main setting for the vehicle.
