that's recycled canadian fluid. like napa fluid (no color) but with orange coloring. there's a big lawsuit over it damaging Chevy engines with mexican head gaskets assembled in mexico. another law suit is suing NAPA for selling coolant that isn't colored (bright) green like coolant has been for decades for safety.

Prestone non-recycled made in usa.

 

that's old news. No problems with modern Dexcool if you change it on time.
