Default Electrical questions

Hello. 1989 g30 8cyl.
This is a Conquest class on the Chevy chassis. Not sure if RV question are ok, but here is a few.

This converter has no light the tells if battery is charging as you can see, so don't know if it is. The batteries are stamped 4/12, don't know if they are able to be charged or the converter is not charging.
I pulled the batteries to take them to the auto store to see if they will charge. Plugged into shore power receptacles, and lights, etc work.
After taking the batteries out I noticed the wire with clip ends. Any idea what they are?
If questions for the RV part are taken here, can anyone refer me to one of the better forums that specialize in RVs? Thanks, Jim

I use www.classbforum.com. They have a pretty good section for electrical, charging, solar and generators.
