Default express rear rotors

I'm replacing rear brakes and rotors on a 2005 express 2500. No problem removing the caliper but I cannot remove the rotors. I don't think the parking brake is the problem because wheel moves when it is released. Am I missing something? I can't remove both left and right.

1. is there an adjustment starwheel for the emergency brake? This is the type with the parking brake cable attached to the rear caliper or the kind with mini-shoes inside the rotor on the hub?

2. the rotor was may be stuck on the hub from rust. a swift wack with a hammer(on the hat of the rotor not the rotor surface) should free it up.
