Suddenly, every time I put a fuse in the HORN fuse holder, it pops immediately. I have pulled out some parts of the dash to remove an old radio, everything seems capped from that.
But as soon as a fuse is going in for the HORN it sparks and pops on contact.
Any ideas?

You have a short somewhere in the horn circuit. Find a schematic and keep digging.
Use a multimeter in continuity mode so you don't have to keep using up fuses.
