Default Heater Fan Not Working

This 98, g3500, 350ci van's heater fan will not work. It's a cargo van, no a/c with 99k. I have replaced the resistor, inspected the resistor's connector (looks good to me), jumped the fan motor (it ran, at the motor and the connector block behind the heater control panel). I've checked the 60 amp always on circuit-ok and the other 10 or 20 amp-ignition on circuit and their grnds- all seems ok. Is it time for a control panel? The old resistor had a burnt spot on the board, I see no melting any where.

I've checked online, but don't see many control panels being replaced!

Can I troubleshoot/repair the old control? Any sources for used?
