Lifter Noise and Low Compression... any ideas?

I would pull the valve cover off, use air in the plug hole (might not work with stuck valve) better to run the piston up to TDC, pull the rocker and spring off and figure out why the valve is stuck open. Hopefully the valve guide is okay. Maybe some penetrating oil would help free it.
