Does anything have to be taken apart for the same angled picture? I see a floor matt I think. If I have time I'll take a pic, but I am very busy right now. Let me know where the lines are that you photographed.
The vacuum lines are under the dash on the passenger side on my 2000express. They should be viewable with a camera without taking anything apart.

I have a similar issue. Mine is intermittent. Normally if I leave the truck overnight, I get air coming from the vents no issues. All of a sudden, no air from defroster or vents. Truck has no AC. Is this a fan motor issue or vacuum lines?
My fan is not working at the moment, I suspect the HVAC Resistor.
If I compare your picture to mine, it looks like you are missing the plug on the tee. Why don't you start the truck, put your thumb on the tee and move HVAC Controls?
Also looking at your pictures, I would hook the loose orange tube back up to the other loose orange tube.
I just fixed mine. Hit the blower motor with a hammer. Boom! Good to go..
Possibly the motor oilite bushing is dried out. You could try soaking it in hot oil overnight.
Be careful. If you keep trying to run a seized motor, you will burn out the speed resistors and you will have more work/less money on your hands.

The other poster might be onto something with the dried out bushings... so take the blower off an soak it in a container of oil on the stove? I'm not sure of the exact process here.
