My guess is that it's doable, but you do have to deal with the airbag in the seat. I swapped out the manual pedestal in my '00 Astro, with the electric pedestal from my old '93. The seats bolted right on. I'd guess it's the same with the Express. There's power under the seat, but I don't know if there's a dedicated circuit there.
