Here Is what i got for voltage with and with out key on

C1- C=11.8 F=11.8
C2- (A3-A8 and A12 all 11.8), (B1 B2 B4 B9 = 11.8) B12=.4 with key on
C3 - B1= .4 with key on
C4 - A3 A4 B3 = 11.6 with key on
C5- D=11.8

 

Also i did ohms across the C2 male pins on the BCM disconnected from the van, I put the black lead on the A12 and went thru all 24 pins with the red lead on B6 and B7 I get a reading of 0

 

You should take it to mechanic who specializes in auto electronics.

 

UPDATE problem solved with a new BCM, had to do the key relearn after new BCM, also I will be driving it to a shop to get the BCM programmed radio and locks currently need programmed.
