Third row seat is stuck down, 2001 Suburban

Third row seat is stuck down, 2001 Suburban
The seat will fold down with lever #1. Lever 2 will move but not release rear lockdown mechinism. Where do I go from there.
I saw a video that implied I could slide a screwdriver along side the hold down hooks and unlock them but I could seem to do anything there.
