Default 1986 Chevy Celebrity won't start, attached photo

I was given this 1986 Chevy Celebrity with 54K on a fuel injected 2.8 V6 engine. It was garaged for over a year and not driven. I had it towed home. I installed a new battery and it started right up. After a month I had it tuned up to try to smooth it out, plugs, wires, rotor, fuel filter and mass air flow. After the rune up it seemed to run rougher.

After a month the car just quit in the street and I towed it home. I had someone take a look at it and she aid it had a bad fuel pump. He replaced the fuel pump but ti still would not start up. The engine turns over but doesn't start and keep running. I had another mechanic look at it and he couldnt figure out why it wouldnt start either.

The attaached photo shows a valve coming out of the side of the manifold with two hoses attached to it. What is this valve and it's function, and what are the hoses function ?

The first mechanic said that the rear hose went to some sort of pump which sits under the battery location and that the pump was bad, not sending air into the hose attached to the valve on the manifold. If this pump faulty will it prevent the engine from starting up ? What is this pump called ?
