Default 1991 chevrolet lumina component center

I have a 1991 Chevrolet Lumina Car and the turn signals are acting strange. The work half the time and don't the other. So I figure it the flasher was bad but I can't find the fuse box that the manual says contains the flasher. It says it is located in the Component center box. We have found 3 out of the 4 boxes but are unable to find this one. Anyone have a description or knowledge of where it is.
