Default 1996 c1500 brakes

Hi, I have a 1996 Chevy C1500 that I have brake issues with. So far, I have had the brake fluid changed, replaced the rear shoes and drums, replaced the frt rotors and pads I took it to our local shop and had them run their scanner on the abs system to make sure that was purged and had them bleed the brakes several times. Nw for the issue. I have a brake pedal that still is low. It is at the bottom 1/3 of way down.when applied it grabs well but it has to be pressed almost as low as the gas pedal before I get a good pedal. Any ideas or suggestions? Any and all help is much appreciated.

if the rear shoes to drum clearance is not adjusted properly, to loose, you will have a deep pedal. the master has to move alot of fluid to take up the space of improperly adjusted shoes...result deep pedal

-install the shoes and set up the shoe to drum clearance
-step on the brake pedal to center the shoes
-adjust the brake again
if you are still no sure on the clearance
-turn the star wheel until the drum cannot be turned...back off the star wheel until a slight drag is felt when turning the wheel. repeat other side.
