Default 2011 Tahoe Rear A/C blowing hot air with a new actuator

Rear a/c blowing hot air,
While replacing the actuator in the rear, I noticed it has 2 actuators
I am un-sure if the top actuator I replaced is the one that controls the duct opening/closing or the bottom actuator.
The one on top was replaced with a new one. Bottom one is still the original. It is still blowing hot air.
I have already attempted the calibration part with removing battery terms for 15mins (reconnecting back) and still no change.

If they are identical parts, maybe try switching positions- just a guess here for something to try
