454 Problems

Newbie to the forum....
A couple weeks back I bought an '81 Camaro with a TH350 and a 454. Not sure of the year or what it came out of. It ran fine when I went to go look at it. And apparently the guy drove it to town to get it registered. Long story short I had it shipped home. When I cranked it, it seemed a little slow and it farted out the carb a bit like the timing was slightly off. But it started and I drove it into the garage. About two weeks later I went to start it again and it barely turned over at all. I assumed it was the battery because it was old and had been dead for a while. A fresh battery didn't help so I crawled under the car to see if the starter was dragging. The starter gear was still engaged with the flywheel. I took the starter out, and the gear went back into the housing. I then took out all the plugs (except for #7 because it was shoehorned behind the booster), and put a breaker bar on the crank pulley from below and tried to turn the motor. It would barely budge. What would cause this? Oil was full and had 40psi of pressure.
