Default 700R4 TV adjust question

I ran into an odd problem with a 1991 Vette (w/700R4) I recently bought, don't know much history, but I know it sat alot in the last 2 years, and prior to that someone put 2000 miles on it, and it sat for a few years prior to that. It has 130000 miles on it, don't know if drivetrain is original, but all appears to be original (even original crap injectors). But the TV cable looks newer than everything around it.
So when I bought this car and it was only driving in 1st and reverse, although I just figured out that if I set the TV cable to WOT, then push it back out a few clicks, the trans shifts fine. I am wondering if maybe someone put a shift kit or stronger/longer/different TV spring in so that the adjuster lets the cable move before the spring compresses. Is there an alternate way to adjust the TV? Can I measure the cable travel to see if it is moving the TV plunger the correct distance? Any suggestions? Thanks.

Well, I'd suggest get a chassis service manual for it. If it has a shift kit, does it shift through all gears?

Manual on it's way. It has shifted through the gears a few times for a short period of time driving around the neighborhood streets, but when I finally figured out that pushing the cable back a few clicks through the adjuster made it shift right continuously, I was out of gas, so it's in the garage apart again while I change out the old multitech injectors. But I am thinking it has a wrong cable, or a wrong TV spring, or something along those lines, since I can't adjust the cable the way I am supposed to be able to.
