Default 97' 3500 no spark/p1351

Hello all, I've lurked on here a while and now I actually have a reason to post. I'm working on a 97' chevy 3500 with the 5.7, that will crank but not fire. First test no spark at plug, or at distributor. All fuses good, power at ICM and coil, ground at ICM good, ground and power at crank sensor good. No switching signal from ICM to coil, tested for continuity on the wire from ICM to coil and it's good. Then tested for signal from PCM to ICM and I'm get 3.5v so I replaced the ICM. Still no spark, and still nothing coming from ICM to coil. I was told that there should be more voltage from PCM to ICM and that it should flash the test light when the engine is cranked. It failed this test, I replaced the crank sensor just in case and no change.

Any help would be awesome
