Default Acuator...... or?

I bought a 1998 Silverado last night. While you drive there is a clicking sound coming from the passenger side that sounds exactly like a trurn signal clicking not like a acuator thumping. The timing is exactly the same as a turn signal as well. (No turn signal not on). I know the seller bypassed the heater core so I know that needs to be done. The sound happens at all times! The AC or heater does not have to be running to hear it...it is mind numbingly annoying..it sounds like your signal is on all the time and 4 times as loud.

My 1991 2500 had a bad acuator but only made the tapping sound after you shut off the engine. This is not the same type of sound.

I would appreciate any ideas. If it is an accuator in your opinion...what would the name of that one on the passenger side be called?

Thanks all! Sure could use the help~~~~~
