Default Advice on SBC 350 build

Just recently acquired a sbc 350 block (not Vortec) with the whole stock set up top to bottom all accessories and everything. It’s all apart now (besides rotating assembly. Wanting to do a full rebuild to reach around 400hp no more for now but I want to build it strong and able to go up in power in the future if I decide to. But for now 400hp, easy streetable setup. So should I go forged everything? Flat or roller? Hydraulic or solid? Aluminum heads or cast? Ect ect ect. Picked all this up for dirt cheap but that being said cylinder #4 has very tiny amount of surface rust, planning on new pistons and boring the block to fix issue. Budget isn’t an issue. Would love to hear what you guys think or are running. Need advice. Thanks guys
