Default chevy 355 400 hp project build in need of some tips.

Ok this is my first engine build. i want to do right, so ill just say what im starting with and see if i can get any pointers so far i have a 1974 4bolt main block already bored out .30 over with 30k miles on it. Im trying to get over 400 hp on this project. I have it torn down to the block should i put new rings in it? i can see light ware from the difference between where they honed the cylinders and where the rings ride inside. also came with 882 heads but ive purchased a set of vortec 062 heads from the junk yard .wondering should i port and polish these heads maybe some machine work to get more valve lift maybe any specific intakes ,cams ,and carbs?
