Cooling Fan Not Working

The cooling fan is not working on 1993 Lumina 3.1 V6 van. If you unplug the wire from the cooling temp sensor, it runs whenever the ignition is on. Replaced the cooling temp sensor and nothing changed. Relay appears to be working. Any suggestions?
