Default Ignition is stuck in lock? Drilled it out and nothing

Just bought an 03 cavalier for a daily. How do I remove the ignition. It's stuck in the lock position. I even drilled out the lock cylinder and it wont rotate. The original key was having issues turning and wouldn't go past lock which is why I want to drill out and replace. Am I missing a trick? Why wont it rotate without the cylinder? Tried some screwdrivers and it wont turn past on.

The steering wheel is locked. You need to remove the entire ignition switch assembly, not just the cylinder. The lock mechanism is part of the housing. You'll have to drill out the security bolts holding the switch to the column to remove it.
