Default OBD II Connector not working - Help!!!

We are trying to troubleshoot our 1999 Chevrolet Silverado and have connected Autotap to the OBDII connector in the vehicle but Auto tap is not detecting it - we have hooked it up to our other truck and it works fine on that one. Looks like our gas guage isn't registering fuel and also appears we are not getting power to the crank sensor - changed the fuse but still can't get any power to it. Can anyone help with ths?

Thanks!
