Default PARKING BRAKE

I own a 1983 chevrolet caprice. The parking brake lever just dangles on the instrument panel under the steering wheel. What exactly do I need to do to get back to normal as far as that pressure it should have to make it flush on the panel?

if you are saying that one your release it, the brake release does not return back to normal, it could be one of two basic things, either the parking brake is loose, tighten the cables.

or it could be the spring in the release mechanism

the culprit is probably a broken cable.
