Default passlock problem

I ahve replaced the Passlock sensor in my '99 Blazer. The manual reprogramming is done and the truck still will not start. It won't even crank over. I have not completely put everything back together. The airbag fuse is pulled and the airbag is disconnected and removed from the steering wheel.

With the airbag removed, will the truck not start?

[ol]Ensure that the battery is fully charged.
Use a scan tool in order to clear the Passlock™ DTCs.
Turn the ignition switch from the OFF position to the CRANK position, and then to the RUN position. The vehicle will start and then stall.
Leave the ignition ON until the security telltale turns OFF in 10minutes.
Repeat Steps3-5 for 2 more times (3 times total)
The Passlock™ controller will learn the new data on the next start attempt.
Use a scan tool in order to clear all DTCs. [/ol]
