Default Performance Chip - Advantages & Limitations

I'm really not interested in making my Burb run Light Speed, but, I have encountered situations, where I was TOTALLY disappointed in what the existing Chip allowed.

Just to cap those issues briefly...
1) The Reduced Power situation, and..
2) The top end limit/Governor.
3) Other Automatic Functions.

My questions being...
1) Will one/any of the PChips eliminate the Reduced Power situation, and allow me to run at some reasonable speed, to get to a safe area or mechanical assistance ?

2) Do the PCHips have an adjustable Maximum Seed/RPM setting, or is that not an issue, and they set for maximum operation full time ?

3) If I put one of the Chips in place of the OEM, will it support the Driver Preferences Settings (Seat/Accelerator Positions/etc), or is that a separate function.
