Default Power window troubleshoot

I recently purchased a 2000 Monte Carlo. The power windows don't work for either side with any switch. I pulled off the drivers side door panel and pulled the motor. I tested the voltage at the motor connector and I'm only getting 7 volts for down and 12 for up. Is that right? I pulled the motor and hooked it directly to the battery and it works fine in both directions. I plugged the motor back in, but it won't go in either direction. I have it disconnected from the regulator as well. What is going on here?

Probably the drivers side switch is bad. If this switch is bad the other side won't work either.
