This seems to be a common problem across multiple Chevrolet models (such as my 2015 suburban) but the nuts inside the roof racks tend to rust away and become loose from their mounts, making it impossible to remove cross bars because the bolts spin freely and uselessly. Extremely frustrating experience requiring a hack saw and a lot of swearing. Please please Chevrolet, spend a couple more dollars here to use rust proof parts here.
