Default Something is sending power to ICM. HELP!

So i have a 02 chevy 1500 with the 5.3, for some reason its sending power to the idle control motor sending it to idle at 2k rpm. We have replaced the ICM with a used and new one even changed the throttlebody completely with one from a parts truck didnt work, we just replaced the engine computer and its still doing it. Any feed back will help thanks.

What caused this to start? Was anything done to the ic system prior to this?

We actually just bought the truck about 3 weeks ago like this they said one day it just starting doing it. Not sure if that was the truth but thats all i got. We first thought it was just going to be the idle control motor but we were wrong.

How do you know the IAC is malfunctioning and it's not something else like an air leak?

So we unplugged the icm and put it in a spot where it will idle right, but once we plug up the wires it starts it again. We are stumped on this one. Only thing we could think of is the computer its self but even with the new one its doing the same thing.

i think a scantool will give you some answers right away. At least it will display the idle set point. New parts can be defective too.
