Default Steering hard at low speed

1992 chevy c1500 Cheyenne v6 steering hard turning at low speed or parking.
However if I give GAS while turning, steering gets a lot easier.

It has new power steering pump. Belt is new and appears to he tight.

Suggestions on how to fix?

TIA

tire pressures have a significant effect on steering effort...make sure they are inflated to the placard setting.
