Tail Lights Have 12volts going to them?

Default Tail Lights Have 12volts going to them?

I have a 1996 chevy s-10 v6 and my first question is do the day time running light also include the tail lights? I ask this becasue when I turn on my ignition key they come one the same brightness as when the brake is hit. Now if my truck is not running and I turn on the parking lights they are dim like they should be and when I hit the brakes the get brighter like they should. We checked the relay and it seems that it is tied in there some how casue when I pull the fuse to the turn signals when the truck ignition is on they dim like they should. Can anyone help me with this problem. Or give me any info where to trace to see if someone tied in 12 volts thanks.

The tail lights should not come on with DRL... they are not supposed to be tied in.
