Voltage Fluctuation Problem

Voltage goes up and down (yo-yos) from 14 to 10v only when it rains. New bat. and alternator. Ground from bat. to frame cleaned. Bat. posts good. Voltage does not pulse in rhythm with wipers. Speed doesn't matter, 25mph or 70.
