Default washer pump problem

2008 equinox 3.4 fwd
The washer pump dosnt work I checked for power and have power going into the pump so I removed pump and applyed 12volts and nothing, I replaced the pump today and it still dosnt pump I have power and fuses are good what would cause this? I did see a tsb about the washer pump filter causing low/no flow but would that cause the pump to not pump?

I don't know where you are located, but is it possible that your lines are frozen?

Lines plugged? I usually just hot wire an aftermarket pump in. They put out WAY more liquid.
