Power cycle on/off center dash and radio / On Star

Hey any experts out there? 2010 HHR (nice car)
Involved in accident, main power lost while On-Star in use.
After body shop repair, the radio (center dash) power cycles on and off about 45 second interval. You turn it on, it stays on for a little while, then starts cycling on and off. Works normally while on, then cuts off. Of course then this affects anything that uses the screen and audio such as OnStar and turn by turn directions, and radio of course.
Several mechanics and local Chevy Dealer unable to fix, tried replacing radio already. They have been working on this now 3rd week.
I suspect:
a) On Start battery backup activated during accident
b) Either due to the accident or the activation of the backup battery,
there is some problem now causing the power cycle.
1) Does anyone know what the problem is? Have you seen this one before.
2) For the 2010 HHR does the OnStar battery need to be replaced if
activated? I see this is true for some other models. PS they did not
replace that.
