2006 Impala Brake Light & Turn Signal Not Working

Right Rear turn signal and brake lights do not work -- lights work otherwise but not when I place the brake on or turn signal on. If someone has any idea what to check I would really appreciate it. I have allready checked fuses under the hood Change the bulbs harness (pig tail) no change and it's some how draining my battery any opinions a help need to resolve this issue
