Actuator replacement

Actuator replacement
I replaced the actuator on the left side behind the glove box. I disconnected the wiring from both of them and it's still clicking. Shouldn't the clicking stop if they're both disconnected? I don't want to replace the other one behind the glove box if that's not the problem
