Crank Arm? 2003 Impala Wiper Arms Stuck Straight Up When Off. HELP!

Crank Arm? 2003 Impala Wiper Arms Stuck Straight Up When Off. HELP!
Hello again everyone! My 2003 Impala LS 3.8L seems to have a problem with the wiper blades. When I turn them off after using them, they go straight up and not down like they are supposed to. Now, the Chevy dealer says that is because the "Crank Arm" is broken and it doesn't know where to go when it is shut off. Is this actually true? I have never heard of that before. Can someone help me on this? The guy at the Chevy dealer that the part is $3xx.00 + Labor to fix it. I looked on Auto Zone for "Crank Arm" and it came up with the follow 2 items.
Mallory/Crank trigger arm for kit 632 (Part #650) - $112.99
Mallory/Crank trigger arm for kit 620 and 620A (Part# 623) - $134.99
These look like they are for something totally unrelated to wiper function. Is this a part I can only get from Chevy? What is it and how hard is it to replace myself? PLEASE HELP!!
